New Zealand Guide to Temporary Traffic Management

Understand NZGTTM Before You Start Work

NZGTTM is New Zealand's risk-based guide for temporary traffic management. It helps contractors, councils and road controlling authorities plan work that protects road workers and road users without defaulting to unnecessary controls.

What Is NZGTTM?

NZGTTM stands for the New Zealand Guide to Temporary Traffic Management. It is published by NZ Transport Agency Waka Kotahi and sets out a risk-based approach to planning and managing temporary traffic management.

Instead of treating every job the same, NZGTTM asks the planner to understand the actual work activity, road environment, users, timing, hazards and consequences, then select controls that are reasonably practicable for that risk.

For contractors, that means the quality of the information supplied at the start matters. Road name, exact location, work method, timing, crew needs, photos, drawings and authority references all help build a stronger TMP.

Risk-Based Planning

NZGTTM asks planners to identify the actual hazards of the work and choose controls that are suitable for the road, traffic, workers, pedestrians, cyclists and surrounding land use.

Everyone on the Road Matters

Temporary traffic management must protect road workers and road users, including drivers, pedestrians, cyclists, public transport users, residents and businesses.

Better Evidence, Not Just More Cones

The plan needs to explain the work, the risks, the controls, the timing and how the site will be monitored, changed and closed out.

Live Sites Still Need Judgement

A TMP is the starting point. Site conditions, weather, traffic behaviour, work changes and authority requirements can all require review or adjustment.

How TM Matters Helps With NZGTTM

We help turn project information into a practical traffic management plan and approval trail. The goal is simple: a plan that reflects the site, the authority pathway and the crew that has to use it.

Selecting practical controls for the actual risk level of the work.

Preparing TMPs, amendments and supporting documents for councils, RCAs and state highway corridors.

Connecting WAP, CAR, TMP, extension and closeout evidence so the approval trail is easier to follow.

Supporting contractors with site checks, setup notes and records when the approved plan needs to match the live site.

Explaining what information is missing before a submission goes to an authority.

What To Send Before We Prepare a TMP

Exact road name and work location
Type of work and work method
Start date, finish date and working hours
Photos, sketches, plans or marked-up maps
Expected plant, crew, vehicles and access needs
Any council, RCA, Waka Kotahi, WAP or CAR references
Known pedestrian, cyclist, bus, school, business or resident impacts
Whether the work needs site setup, checks, gear hire or closeout support

Need an NZGTTM-Aligned TMP?

Send us the job details and we will help identify what is needed for the TMP, approval pathway, WAP/CAR support, site setup or closeout evidence.
